Districts do not get to schedule an outage. A network that is fine in July is irrelevant if it falls over during state testing, and a project that runs two weeks late in August lands in the first week of school. Everything we plan for a district is planned backwards from the calendar, and the summer window is the part we protect.
The environment is also unlike anywhere else. A thousand devices arrive at 8am and leave at 3pm. Half of them are shared. Content filtering is a legal requirement, not a preference. Student records carry obligations that most commercial IT never has to think about, and the people running it are usually a very small team wearing several hats.
We have been doing this long enough to know where the year hurts. Rostering before term, imaging over the summer, the wireless density problem that only appears when every class is online at once, and the classroom display that has to work first time in front of thirty children.
Where we fit in E-rate, and where we do not
Dynamic Network Solutions is an E-rate service provider, SPIN 143031797. We bid Category 2 internal connections: switching, wireless access points, internal cabling and the equipment that moves broadband around inside your buildings.
We do not bid Category 1. Internet access and transport to the building are somebody else's contract, and we are happy to work alongside the contractor who holds it.
We also do not help write the Form 470 that we then respond to. A service provider shaping the request it intends to bid on is a conflict of interest under program rules, and districts have lost funding over less. Your Form 470 is yours, or your consultant's. We answer it like any other bidder and we are comfortable being compared on the response.
What we can do is turn up with equipment lists, part numbers and pricing that survive review, hit the install window, and give you the paperwork your Form 471 needs without three follow-up emails.

Districts run on a calendar, not a budget cycle, and the work has to fit the calendar or it does not happen at all.
Spring, while there is still time to fund it
Scoping, walkthroughs and equipment decisions happen while funding windows are open and lead times still fit. A May decision installs in July. A July decision installs at half term.
Summer, the only window that exists
Cabling, switching, wireless, displays and imaging all compete for the same eight weeks in an empty building. We schedule to finish before staff return, not before students do.
Term, when nothing can go down
Support, monitoring and the occasional emergency. Changes happen after hours or not at all, and testing weeks are treated as a freeze.
